A word before you read this one
Most of what gets written for this site is about a device, a section number, or a finding somebody wrote up. This one is different. Kyle Brown sent me an essay about something I think everyone in this line of work has felt at one point or another, and almost nobody says out loud.
If you have ever finished a year genuinely proud of what you got done — every inspection completed, every class taught, every deficiency chased until somebody fixed it — and still had a quiet moment of but did any of that actually change anything? — then Kyle has already put words to your experience better than most of us could. That moment is not doubt about your work. It is the honest recognition that the tools we use to report on our work simply do not reach that far. They were never built to.
Kyle makes that point himself, right in the essay, and I want to underline it before you read a word: “That’s not a knock on the people doing the work. It’s a problem with what we chose to count.” That is exactly right, and it is the spirit of the whole piece. Nobody in this field invented the annual report they inherited. Inspectors, educators, plan reviewers, fire marshals, facility managers — we were all handed the same spreadsheet, and we have all filled it in faithfully. This is a piece about the spreadsheet.
What I appreciate most is that he does not stop at naming it. Kyle lays out four specific measures he would add, all of them buildable out of records most jurisdictions already keep. And he is genuinely fair about why the change is hard: an inspection count is a number you control, while a fire rate can move the wrong way in a year you did everything right. He does not pretend that is easy or costless. That fairness is why this reads like a colleague thinking out loud with you rather than someone keeping score.
This question belongs to all of us. Whether you run a prevention division, a plans-review desk, a hospital life-safety program, or the compliance file for a single building, it comes out the same way: can we show that the risk went down, or only that we stayed busy? Rename the division. Redesign the org chart. Put “Community Risk Reduction” on the letterhead instead of “Fire Prevention.” None of it changes the number on the slide at budget season, and none of it answers the only question anyone in that room actually came to ask.
Every fire chief has sat through this meeting. The annual report goes up on the screen. Inspections completed: up 12 percent. Permits issued: 340. Public education events: 58. Code violations corrected: 891. The numbers look good. The room nods. Then someone on the council asks it anyway: Is our community safer than it was five years ago?
And the room goes quiet, because nothing on that slide can answer it. It never could. You can call the division whatever you want; the report was never built to say whether risk went down. It was built to say the division was busy.
The Activity Trap
Fire prevention divisions across the country report the same handful of statistics year after year, and all of them measure the same thing: how busy the division was. Inspections performed, permits processed, events delivered, violations corrected these are counts of effort, not evidence of outcome. A division can complete every inspection on its calendar, issue every permit on time, and staff every school assembly on the schedule, and still have no idea whether the community it serves is at lower risk than it was last year.
That’s not a knock on the people doing the work. It’s a problem with what we chose to count. Activity metrics are easy to gather; they fall out of a records-management system automatically, and they’re comfortable to report because a department almost always controls whether it hits them. Outcome metrics are harder. They require tracking fire incidence, injury and casualty rates, and property loss over time, and they force a department to answer for something more complicated than its own workload. That difficulty is exactly why so few departments do it. But it’s also exactly why the departments that do are worth paying attention to.

The National Numbers Haven’t Moved Much Either
It isn’t just an individual department’s annual report that fails to show whether decades of prevention work have paid off. The national numbers tell nearly the same story. Home structure fires sat in a stubborn band of roughly 365,000 to 400,000 a year for most of the 2000s and into the mid-2010s, according to NFPA’s national fire-loss data, and only in the past few years has that number fallen more sharply to an estimated 329,500 in 2024. Over two full decades, that’s something like a 15 to 17 percent decline. It is not the steady, compounding improvement a field running inspection programs, code enforcement, and public education campaigns for generations might lead the public to expect.
The harder number is the death rate. In 2023, the home fire death rate stood at 8.7 deaths per 1,000 reported fires, up from 7.1 in 1980. The rate for one- and two-family homes specifically was 38 percent higher than it was 45 years ago. Fire deaths overall fell substantially from the 1980s into the early 2010s, then started climbing again after 2013. Whatever combination of faster-burning synthetic furnishings, aging housing stock, and staffing pressure is driving that increase, no department’s activity report explains it, and no department’s activity report has ever been required to.
One caveat is worth stating plainly. The National Fire Incident Reporting System, the federal data backbone fire departments have reported into for decades, was decommissioned in February 2026 in favor of a new system, NERIS. That’s a reminder that even the field’s basic data infrastructure has been in flux, which is a reason for some humility about any clean multi-year trend line. But it cuts the other way, too: the fire service is rebuilding its national data systems right now. That is exactly the moment to decide those systems should report outcomes, not just port the old activity-counting scorecard into new software. And if the national accounting is this unsettled, that’s one more reason a department shouldn’t wait on it; the scorecard that matters most is the one a department keeps on its own community.
The Field Already Renamed the Mission: The Scorecard Didn’t Follow
To be fair to the fire service, this isn’t a case of an industry standing still. Over the past two decades, “fire prevention” has been steadily giving way to a broader framework called Community Risk Reduction, or CRR; a shift formalized in NFPA 1300, the standard covering community risk assessment and CRR plan development, and championed at the national level by the International Association of Fire Chiefs’ Fire & Life Safety Section. The language changed for a reason: prevention implies stopping an event outright, while risk reduction acknowledges the honest goal of fewer fires, smaller fires, and fewer injuries when fires do happen.
So, the fire service already had the conversation this article might otherwise be pushing it toward. It renamed the mission. What it hasn’t done, in most departments, is rename the scorecard. NFPA 1300 itself lays out a six-step CRR process that ends with “monitor, evaluate, and modify”; outcome tracking is written into the standard. In practice, most annual reports still stop at step one: how much did we do? Very few get to the step the standard actually asks for: did it work?
What the Standard Actually Looks Like in Practice
Surrey, British Columbia offers a rare, well-documented answer. In 2008, Surrey Fire Service launched HomeSafe, a door-to-door risk-reduction program built on twenty years of municipal fire incident data rather than a generic public-education calendar. Crews targeted the specific neighborhoods where the data said risk was concentrated, rather than spreading effort evenly across the city.
A peer-reviewed twelve-year evaluation of the program, published in the International Journal of Environmental Research and Public Health, found that residential fire rates in Surrey fell 80 percent, functioning smoke alarms increased 60 percent, fire containment to the room of origin improved 94 percent, and fire-related casualties dropped more than 40 percent over the study period. Those aren’t activity numbers. Nobody in that report is bragging about how many doors got knocked on. The program measured, and delivered the thing city councils actually want to know: fewer fires, fewer injuries, fewer deaths.
That’s the model. A department that can point to a declining fire-incidence curve in its highest-risk zones has said something a stack of inspection totals never can.
Surrey isn’t an isolated example, either. Kankakee, Illinois, took a narrower version of the same approach; partnering with the American Red Cross on a targeted smoke-alarm installation campaign in a defined focus area rather than a citywide sweep, and saw fire incidents in that area drop by roughly 40 percent. Different city, different scale, same underlying discipline: pick the highest-risk area using data, intervene there specifically, and then measure whether the intervention actually moved the outcome. Neither department’s success story is “we did a lot of prevention work.” It’s “the thing we were trying to prevent happened less.”
Why the Old Numbers Survive Anyway
If outcome measurement is both more meaningful and demonstrably achievable, why hasn’t it become standard practice? Part of the answer is capacity; building the kind of longitudinal, geocoded incident data that Surrey used takes analytical infrastructure that many departments, especially smaller ones, simply don’t have. But part of the answer is also incentive. Activity metrics are safe. A department fully controls whether it completes its inspection schedule. It does not fully control whether the community’s fire rate goes down; that outcome is entangled with housing stock age, economic conditions, staffing levels, and events well outside a fire marshal’s office. Reporting an outcome metric means accepting a measure of accountability for something you can influence but not fully command, which is a harder position to stand behind at a budget hearing than “we hit our inspection target.”
That tension is worth naming honestly rather than waving away. Fire prevention divisions that shift to outcome-based reporting will occasionally show a bad year that isn’t their fault; a housing boom, a cold snap, a change in reporting rules. The answer to that risk isn’t to retreat to counting activities; it’s the same answer the rest of the fire service has already applied to itself in other areas. Build the risk assessment infrastructure NFPA 1300 already calls for, track trends over multi-year windows rather than single-year snapshots, and report outcomes alongside the confounding factors that shape them. That’s a harder report to write. It’s also a far more honest one.
“Isn’t This Just Semantics?”
Here’s the pushback you’ll get, and it deserves an answer: if CRR already exists on paper, isn’t this just relitigating a naming debate the field already settled? No. And the reason why is the whole point of this article. A name change costs nothing. It’s a sign on a door, updated in a single meeting, and everyone gets to feel like the mission evolved. Reporting a declining fire-incidence rate instead of an inspection count costs something; it means standing in front of a council and being judged on a number you don’t fully control. That’s why the rebrand spread everywhere, and the measurement reform spread almost nowhere. Renaming the division was the easy step, and departments took it. Nobody’s taken the hard one yet.
What a Real Scorecard Would Report
None of this requires a new mission; the mission was already rewritten when the field adopted CRR. It requires a new report, sitting alongside the activity totals rather than replacing them outright, since workload numbers still matter for staffing and budget justification. But four additions would change what that report actually says:
- Residential fire rate per thousand structures, tracked year over year jurisdiction-wide, so a council can see the trend line instead of a single count.
- Civilian fire injury and fatality trends, the outcome that ultimately justifies the division’s existence in the first place.
- Incident-rate change within the specific high-risk zones a department chose to target, which shows whether resources aimed at the highest-risk properties actually moved the number there, not just citywide on average.
- Working-smoke-alarm prevalence in those same zones, a leading indicator that predicts future fire and casualty outcomes rather than describing past activity.
None of these numbers are exotic. Surrey has been reporting versions of them for over a decade, and the data required to build them. Historical incident records, property and demographic data, smoke-alarm survey results already exist in most jurisdictions’ records-management and assessor systems. What’s missing in most departments isn’t the data. It’s the decision to report it.
The fire service has shown, in other corners of the profession, that it’s willing to let evidence override inherited assumptions when the data are strong enough; tactical doctrine has been rewritten in the last fifteen years on exactly that basis. Measurement deserves the same scrutiny, and no rebrand gets to substitute for it. Call your division Prevention. Call it Risk Reduction. Call it whatever fits on the org chart; it doesn’t matter, and it was never supposed to. What matters is whether you can put a number on the wall that says risk went down, and defend it. Two decades of activity reports and a national fire-death rate that’s higher than it was in 1980 suggest most departments still can’t. If you can’t, the name on the door was never the honest part of the report. The inspection count was.

Kankakee, Illinois — Red Cross Home Fire Campaign. NORC at the University of Chicago analyzed NFIRS data for 2016–2019. Households that had not received an in-home visit experienced fires at 26.7 per 1,000 households; participating households, 15.4 per 1,000 — a 73 percent higher rate for non-participants, which is roughly a 42 percent lower fire rate among households the program actually reached. Severe fire rate was 70 percent higher for non-participants, and no deaths were reported in homes confirmed to have received a visit before the fire. Kyle wrote from the 2023 data year, which was the newest complete set available at the time. NFPA published Fire Loss in the United States During 2024 in November 2025. His 329,500 home structure fires for 2024 is exact. The death-rate figures have moved:
